McPhee recruited his brother-in-law and architect Philip Pauley to help build the structure, which was built with six different types of concrete—all of which are visible in the walls today.
The first two chambers were created in 1965 by NASA and NOAA (National Oceanic and Atmospheric Administration). They were used as part of a program called Man In The Sea (MITS), which studied how living in an underwater environment affected humans physically and mentally.
The MITS program ran from 1968 through 1977 and helped pave the way for later projects like NASA’s Aquarius habitat or today’s International Space Station (ISS).
